Billie's Boatyard is located in Bright Falls town, west and south of the Elderwood Palace Lodge. This area will be accessible when you have the Bolt Cutters and have lowered the water level in town. You'll also need to have both the Monster and Mother Dolls in your inventory for this particular puzzle, so make sure not to leave any of these dolls behind at any previous Nursery Rhyme Puzzle sites.

The solution to the rhyme is to place the Mother Doll on the waves, and then place the Monster doll on the doodle of a boat. Once you do this, it will spawn a whole bunch of Cultists, so be ready to take them down. After you are safe, you can pick up the Anchor Charm.

What does the Anchor Charm do in Alan Wake 2?

Charms are a way to upgrade Saga's weapons, health, and other helpful things. The Anchor Charm gives Saga a chance to stun enemies when using the flashlight boost. It can be slotted into one of her three Charm slots in the inventory menu. There are a total of 18 charms in Alan Wake 2 including Logan's Charm, which you start the game with.
