The Lieutenant's Briefcase can be found inside the recently introduced Smuggling Tunnels, which is an underground cave network located north of Zarqwa Hydroelectric in Al Mazrah. There are multiple ways to access the tunnels but to get to the briefcase fast, take the entrance marked by the triangle in the second image. Use a Stronghold Keycard to unlock the door and you'll find the briefcase placed on a table in the first room.

Use The Lieutenant's Briefcase Key to unlock the case and grab the valuables. The loot cache has three valuables, the Tank Hatch Key, Lieutenant Saif's Encrypted Thumb Drive, and Lieutenant Saif's Personal Laptop, all of which you can sell for $30,000. Although there is no guaranteed way to get this key, you may find one by eliminating HVTs around the map and looting lockers and toolboxes.
