All Increased Criminal Activity Locations in Cyberpunk Phantom Liberty

Boss fights and good loot!

Cyberpunk Phantom Liberty features several new characters, explorable areas, and uncoverable secrets. In the district of Dogtown, there are a couple of places marked as Increased Criminal Activity. These locations have a hidden cache with great loot, but to reach it you'll first have to win a boss fight.

Where to find Increased Criminal Activity Spots in Cyberpunk Phantom Liberty

There are two locations of Increased Criminal Activity that you can visit in Cyberpunk 2077, both of which are located in the Dogtown district included in the Phantom Liberty expansion pack. These places are marked with three blue skulls, as you can see on the map above. You can visit these two locations by fast traveling to Luxor High Wellness Spa and Kress Street markers.

Increased Criminal Activity Spot 1 - Luxor High Wellness Spa

You can see the first Increased Criminal Activity spot in the image above. The area is a stronghold of the Voodoo Boys gang, so expect to find several enemies inside. I cleared out the area stealthily, but you can assault your way in if you want. Besides the guards, beware of the cameras and turrets and hack them when you get the chance. Inside, you'll also find a Relic Terminal that you can use to acquire one Relic Point.

How to defeat Ayo Zarin

Deep inside the Increased Criminal Activity location, you'll finally encounter Ayo Zarin, the boss you need to defeat to access the loot cache. She has a lot of health and can dash to dodge your bullets. Therefore, be prepared for a good fight. Use the most powerful of your weapons.

Once her health bar drops below 50 percent, she'll move to the water pool. Don't follow her in there, or you'll lose HP by getting electrocuted. Instead, turn off the power generator overhead to stop the current from reaching the pool. After killing Ayo Zarin, grab the Cache Access Card and Agaou Axe melee from her body.

Finally, go to the blue skulls marker, which is where the loot stash is at. Unlock the door using the access card and grab whatever useful item you find inside. There will be lots of new gear, including legendary wearables and the Raven Microcyber MK.3 Cyberdeck.

Increased Criminal Activity Spot 2 - Kress Street

The second Increased Criminal Activity location is controlled by the Barghest Soldiers, who basically run Dogtown. Just like the previous spot, you'll find guards, turrets, and cameras everywhere. Clear out the guards at the entrance or sneak past them. Follow the tunnel, and you'll reach the central section, where the boss, Ross Ulmer, is hiding. There will also be a Relic Terminal there, which is locked away and can only be accessed if you have the Technical Ability attribute leveled up to 15.

How to defeat Ross Ulmer

Take out Ross Ulmer's minions and deplete his health to 50 percent, after which he'll fall back. Hack or disable the turrets and kill the machine gun-wielding guard. Go further inside the facility via the tunnels, but beware of the mines and turrets. Ross Ulmer will then reappear with better weapons and armor. Use your hacking skills and powerful weapons to eliminate him. I'd highly suggest hitting the weak point on his back for a fast kill. Finally, pick up the Cache Access Card and M2038 Tactician Shotgun from his body once he's dead.

Head towards the blue skulls indicator and access the secret stash for some more legendary items. My favorite item from this entire mission is the Iconic Raiju Submachine Gun that I found on the table inside the cache room. Also, grab the Blood Pump cyberware from the drawer. Furthermore, check out the weapon crate outside the room for two more legendary weapons: the M221 Saratoga Submachine Gun and the DA8 Umbra Assault Rifle.
