The answer is yes—Squall is in Chocobo GP. The only way to unlock and play as Squall in Chocobo GP is to purchase in the shop. Squall costs 3,000 Gil, and you can also purchase his additional vehicles for 9,000 Gil.

How to unlock Squall quickly in Chocobo GP
The fastest way to unlock Squal is to purchase the Premium Prize Pass in Chocobo GP. This costs 2,400 Myrthil and will immediately raise you to level 60. You will gain all the Gil from level 1 to level 60, which will be enough to purchase Squall.
You can also earn Gil from completing daily and weekly challenges. These don't offer much Gil, and it will take you a few weeks to earn enough Gil to purchase Squall. The regular Prize Pass will also let you earn Gil as you progress.
