Vimana Agama: Dev Delver is the last World Quest in the Vimana Agama questline, which involves destroying the giant Ruin Grader's core hidden beneath underground ruins.

To unlock Dev Delver's Chapter, you first need to complete the following prerequisites from the Vimana Agama World Questline:

How to complete Vimana Agama: Dev Delver Chapter Sumeru World Quest
You need to leave the Ruin Golem by teleporting to the Devantaka Mountain Statue of The Seven, then gliding toward the quest marker, where you'll find a glowing spot. Head toward the inner part of the giant arm (where the arrow is pointing in the image above) to find the entrance to a cave. Enter it to prompt dialogue with Ararycan.

Once that's done, head further inside and glide down, but don't go to the very bottom. Around midway through, look behind you, and you'll find an entrance with a glowing spot inside. Then propel to the Four-Leaf Sigil on the opposite platform, where you'll find a hidden Teleport Waypoint to its left. Activate it to make it easier to return to the area later on.
Follow the quest marker and continue exploring the cave. After dialogue with Ararycan, you must defeat three Abyss Mages groups, whose locations are highlighted in the mini-map and World Map. Remember that they are all inside the cave, so don't teleport aboveground.
Use the Four-Leaf Sigils from the area in the mini-map above to propel you toward the core at the center. Be careful as you need to defeat an Electro Abyss Herald, so prepare a shield breaker in your team. After the battle, use the same Four-Leaf Sigils to return to the core and interact with it to Turn off the device.
Once that's done, teleport out of the cave and follow the quest marker to Ararycan's location. After speaking with him, you'll complete the Vimana Agama World Questline and unlock the Wonders of the World Achievement called ...Let Me Fade With Memory.
