Like everything else in the endgame content, you will first need to be Level 50 before you can even think about trying to unlock Guardian Raids. You will then want to head over to North Vern and complete the Guardian Raid Qualification Certificate guide quest. But if you see that it isn't available for you, then you'll want to verify that you've completed the Chaos Dungeon side quest.

After having done this, you'll be able to queue up for a Guardian Raid at the icon that looks like a red banner in any major hub city. When you hover over it with your mouse, the icon will say Guardian Raid.

You won't have every tier of the Guardian Raids unlocked when you start, so you will need to complete all of the Guardian Battles within each tier before moving on to the next.
