In RoboCop Rogue City, you'll eventually be given the choice of whether or not to help Marvin Kuzak become the new Mayor of Detroit, as part of the main storyline. This seemingly significant choice begs to dramatically alter the story going forward, so which option should you choose?
Should you help Mayor Kuzak become Mayor in RoboCop Rogue City?
Throughout the course of the game, you're given many opportunities to interact with and influence both John Mills and Marvin Kuzak. Both of these characters play significant roles in the narrative story, but who you pick to side with depends solely on your preferred character.
If you decide to help Marvin Kuzak become the new Mayor of Detroit, he will begin a major political tirade against OCP, the company behind Robocop's existence. From your very first interaction with him, he debases OCP's deplorable behavior and vows to see them brought to heel. Siding with Mayor Kuzak affects which of the game's three endings you get, but doesn't affect the overarching story all that much. RoboCop sides with the people of Detroit instead of with OCP, but from a gameplay perspective, there is little to no difference. If you're looking to go this route, you should, in general, strive to Service the Public Trust.

What happens if you side with John Mills? (RoboCop Rogue City)
If you decide to side with John Mills, you're agreeing with the actions of OCP, including how they've treated Robocop over the course of the movies and in the game itself. Generally, OCP is not seen in a great light, but you can choose to side with him over Marvin Kuzak. If you do, you should, in general, strive to Uphold the Law any chance you get. The lasting effect of siding with John Miles and upholding the law is that the people of Detroit will come to dislike Robocop, which can lead to strong, lasting resentment from many of the game's characters. OCP will also continue to reign over Detroit, uncontested.
Regardless of which direction you decide to pursue, most choices don't actually matter overall. The game itself does not radically change depending on your actions, and most choices don't reveal in sort of consequences or effects until you've reached the ending.
