To complete the Casey Carmel side quest in RoboCop Rogue City, you must first head to its starting location towards the northern part of the Downtown area. You can find the side quest location by heading to a location north guarded by two police officers.

When you reach the location marked above, speak to a cop called Officer Kurts to start the quest. After the quest starts, you must search for clues for the killer of a young woman of the night. To save time searching for clues, there are only six you need to find to progress the quest. Start by scanning the woman's body to find three of the clues. You can find the woman's body at the crime scene next to the two cops.

Scan her arms to find she has a green substance, her head to reveal she was hit with a blunt object, and finally, her feet to reveal scuff marks. After examining the deceased woman, move to find the following clues: a pool of blood and tire tracks.

After RoboCop scans the tire tracks, it reveals the killer had a Van with a custom extended wheelbase. The last clue you need to find to progress the quest is a shoe found nearby.

Scanning the last clue progresses the quest to the point where they must speak to the only witness at the crime scene if they haven't already. The witness called Paranoid Vagrant reveals the Van with the custom extended was last seen at a movie set location in Downtown. You can find the movie set by moving to the south of the Downtown area of RoboCop Rogue City.

After arriving at the Movie set location, you need to speak to the Set Manager, who will ask RoboCop to find something about an actor called Jerry Jenkins. When you are done speaking to the Set Manager, you can move freely around the set, where you must find three clues and look through a computer's messages. You can find two of the clues in the form of sunscreen and more tire tracks.

The last clue you need to find is a storyboard showing a man covered in sunscreen.

After scanning the storyboard, find the computer and look through all three messages. You can find the computer sitting on a desk, but make sure to read all three messages, including the last one. The last message reveals Jerry met with an Understudy who provides special services.

When you finish reading through all of the messages, the next part of the quest tasks you with questioning the lead actor Jerry Jenkins. You can find Jerry Jenkin sitting in a chair near the front entrance of the Movie set. Speak to Jenkins and bring up the Sunblock clue or the messages on the computer.

After speaking to Jenkins, they will suggest the Set Manager and the Understudy they hired are the real criminals. At this point, you will need to speak to the Set Manager again, who will suggest checking footage on a TV nearby for more clues.

Checking the footage will reveal the Understudy was sent by Jenkins's agent. Speak to Jenkins next and confront him about what you saw when checking the footage on the TV. When confronting Jenkins, they reveal the location of the Understudy, who apparently works at a gas station in the city.

When you reach the gas station, confront a man covered in green sunblock who is inside the building. The man covered in green sunblock is the Understudy Jerry told you about and is found in the next room from the entrance of the gas station. Speak to the Understudy, who is standing next to the Van with the custom extended wheelbase.

Speaking to the Understory will point you in the direction of the real killer, Jerry Jenkins. After speaking to the man, find another room behind him where you must examine three clues on a mattress (a hammer, sunglasses, and blood). You also need to find a hidden camera.

You can find the hidden by examining a wall with graffiti nearby, which can be hard to see. After examining the camera plus the other three clues, you must leave the room with the mattress to find a secret room blocked by a cabinet.

Moving the cabinet will reveal a secret room with a hidden camera set up you must examine.

The footage on the hidden camera room's TV shows Jerry murdering Casey in cold blood. After viewing the footage, you have enough proof to arrest Jerry Jenkins for the murder of Casey.

Before leaving the gas station and arresting Jerry back at the movie set, make sure to speak to the man covered in Sunblock to also arrest him for trying to cover up the murder. After arresting both criminals, you will complete the Who Killed Casey Carmel side quest.
