He will remark that he is tired and could use some Billson Mushrooms to restore his energy. This set me off on the quest to find these mushrooms and get into the tower.

How to Get Billson Mushrooms in Zelda Tears of the Kingdom
Don't bother looking for mushrooms because there is no way to get Billson Mushrooms in Tears of the Kingdom. This is because they don't exist. Heading into the Sahasra Slope Cave below the tower will not reward you with these mushrooms. Despite Billson saying he needs the mushrooms, you must use Ascend to enter the Sahasra Skyview Tower.
